Tunisia is undergoing an unprecedented transformation for the Arab
region. It is essential that the UN is in a position to provide
appropriate assistance and support in Tunisia’s democratic transition,
including consensus building and inclusive decision making. UNDP must be
prepared to offer programmatic support for new democratic governance
institutions, as well as to up-scale support to national institutions
that must improve their capacities to fulfill their mandates. Success in
the transition will need to include a public consensus on the norms of
political behavior, the building of core capacities for consensual
decision-making and inclusive governance. Analyses will need to be
prepared and initiatives promoted aimed at lessening tensions, promoting
dialogue, and building confidence.
UNDP Tunisia is a
small CO that has had a modest democratic governance programme for many
years. Since the January 14th revolution, UNDP has developed an
ambitious strategy on Democratic Governance including 1/ Support to key
democratic processes including National Dialogue, elections and civic
engagement 2/ Access to Justice, Security and Human Rights 3/ Public
Administration Reform including the fight against corruption 4/ Local
governance for development and youth employment.
Under the supervision of the UNDP DRR and the overall
direction of the Resident Representative/Resident coordinator, and the
Governance Adviser shall have responsibility for day to day support and
management of the Governance portfolio and to assist senior management
in ensuring that ongoing democratic governance capacity development
support responds to the recent change in context. In liaison with the
UNDP’s Bureau for Development Policy and Bureau for Crisis Prevention
and Recovery, the Advisor will draw on lessons learnt when identifying
possible interventions in public administration support,
anti-corruption, judicial reform, electoral parliamentary support, and
local governance. Specific lessons will be drawn on how to ensure that
these interventions are sensitive to the political context and
transitional environment.
- Provides
technical advisory support ensuring political sensitivity of governance
and capacity development programming.
- Performs
programme design functions to address gaps in governance program
targeting causes of fragility, in collaboration with national
staff/national consultants that will assist with cultural context.
- Manages the governance programme team.
- Works
closely with the UNDP CTA on elections to ensure broader coherence of
the electoral support programme with other Governance activities.
- Ensures the provision of proactive and relevant
technical assistance to project implementation, including
supporting the development of dialogues with new and emergent
partners.
1. Provides technical advisory support
to ensuring sensitivity of governance and capacity development
programming based upon contextual analysis:
- Facilitates
a review of democratic governance programs and outcomes, including a
review of possible programmatic risks to UNDP, based upon analysis of
the local context.
- Provides strategic support to the
governance program to facilitate synergies between programme components
in addressing emerging governance issues.
- Supports senior
management and program staff in the development of a reviewed
partnership strategy based upon changes in government, civil society and
possible changes in positioning of main international partners
operating in the country.
- Proposes a coordinated
strategic vision on governance to RR and UNDP senior management in order
to facilitate alignment with new or emerging partnerships.

Performs programme design functions to address potential gaps in
ongoing democratic governance program based upon context analysis:
- Identifies
gaps in governance programming based upon assessment of immediate
priorities for governance support, including capacity support for
interim institutions.
- Assists senior management and
program staff in the development of governance support programs based
upon partner requests and analysis of the political and socioeconomic
context.
- At the end of the assignment, prepare and
provide a comprehensive final report on the activities including an
action plan for developing governance program to support interim
institutions in addressing causes of fragility and potential sources of
tension.
3. Manages the governance programme team
and supervises programme staff including providing technical support for
staff and assistance in training new staff.
4. Works closely with the UNDP elections CTA to ensure coherence with the broader governance programming.
5. Ensures
the provision of proactive and relevant technical assistance to project
implementation, including supporting the development of dialogues with
new andemergent partners.
- Designing and delivering
of training related to national visioning exercises, participatory
development planning and local governance capacity development.
6. Ensure
facilitation of knowledge building and knowledge sharing within the
different implementing partners as well as UNDP focusing on achievement
of the following results.
- Ensuring effective linkages
with UNDP’s governance teams in BCPR, BDP and RCC through succinct
briefings and concept notes, representing UNDP at the technical and
supporting level.
- Synthesis of lessons learnt and best practices.
- Sound contributions to the governance and CPR community of practices in UNDP and effective usage of this community for support.
