CONSULTANCY TO SUPPORT THE MINISTRY - Amman - JORDAN - UNDP

Objectives and Scope of Work:
The
objective of the assignment is to provide technical support to the
MoPIC in drafting the National Poverty Reduction Strategy.
Support/consultancy will be divided into two phases:
I. Preparing
the groundwork for work on drafting a National Poverty Reduction
Strategy that will incorporate all previous similar efforts and existing
programs and will result in direct and clear policies and guidelines
for poverty alleviation. This phase will include assisting MoPIC in
designing the outline for the intended poverty alleviation strategy. The
prepatory phase will also include a study of relevant studies that feed
into poverty such as; the Living Standard Index Study, the National
Employment Strategy, etc.
II. Drafting
the National Poverty Reduction Strategy. This phase will build on
findings of the first phase to produce the National strategy.
Identifying roles and responsibilities of stakeholders will be concluded
throughout first stages of this phase. The final product will include;
policies, linkages between stakeholders, mechanism of implementation and
a way forward.
Main activities of consultancy in the first phase include:
- Review the 2002 Poverty Alleviation Strategy and the National Agenda 2006-2015, National Executive Program 2011-2013, Poverty Status in Jordan Reports, Poverty Pockets Report, etc…
- Review the draft reports of the five technical teams
- Social protection
- Social insurance
- Capacity building, employment and productivity
- Micro and small finance
- Infrastructure and housing
- Study and provide analysis of socio-economic situation in Jordan, including poverty trends.
- Review relevant studies that feed in poverty such as; the National Employment Strategy, the Middle class study and poverty pocket survey findings amongst others.
- Review and Study the Household Expenditure and Income Survey, and other poverty related surveys conducted by the department of Statistics, in order to evaluate input from surveys into poverty studies and poverty strategies.
- Identify unavailable studies, data or input needed to compliment and complete strategy, in order to work on obtaining them, or preparing them for future use for poverty matters.
- Get acquainted with other initiatives related to poverty reduction supported by the Government and other donors (world bank, EU, etc..).
Main activities of consultancy in the second phase include support in the following:
- Identify stakeholders and their roles and responsibilities
- Identify needed linkages between stakeholders for better implementation of strategy recommendations and provide mechanism for linkages.
- Draft policies that go hand in hand with current needs and requirements of Jordan on the poverty front.
- Draft the strategy to include all findings and recommendations for poverty reduction in the coming 3 years.
- Produce documents that will be attached to strategy including; mechanism of implementation for strategy, action plan with timeline and stakeholder responsibility
Methodology:
This
assignment will include desk review of relevant documents and drafting
and finalization of deliverables in the home country as well as
in-country mission during which consultant will be located at MOPIC and
MoSD.
The Consultant will work with a national technical
team representing the main stakeholders to decide on policy options, as
well as other consultants representing other national and international
organizations working on poverty related projects in Jordan.
Deliverables and Timelines:
The
consultancy duration is 24 weeks of signing the contract, with a total
of 55 working days. This includes at least two in-country
missions. Based on the above objectives and deliverables, below is a
table with key activities and the respective timelines:

Management Arrangements:
UNDP will be responsible for the recruitment of the consultant and management of the assignment.
Once
these Terms of Reference are signed, they are considering binding and
will be annexed to the Special Service Agreement signed by the
consultant. UNDP and the consultant may agree to amend the Terms of
Reference, in which case the amended version will be signed accordingly.

Competencies
- Very strong analytical, communication and advocacy skills.
- Proven knowledge of tools for the analysis and assessment poverty and poverty indicators.
- Ability to use Information Technology effectively as a tool and resource.
- Strong background in the Middle East with knowledge of an advantage.
Education:
- Master’s Degree in statistics, economics, social science, or development studies or any other related field.
Experience:
- Specialized academic or policy experience in poverty reduction; formulation & implementation of poverty reduction strategies & policies, labor & employment policies, and social safety networks.
- Minimum 10 years of experience in poverty policy development and analysis.
Language:
- Fluency in written and spoken English.
DOCUMENTS TO BE INCLUDED WHEN SUBMITTING THE PROPOSALS:
Interested individual consultants must submit the following documents/information to demonstrate their qualifications:
1. 2-3 page proposal:
- Explaining why they are the most suitable for the work
- Provide a brief methodology on how they will approach and conduct the work (if applicable)
2. Financial proposal (which includes a breakdown of consultancy fees, travel cost, per diem).
3. Personal CV including past experience in similar projects and at least 3 references

EVALUATION:
Individual consultants will be evaluated based on the following methodologies:
Cumulative analysis
When
using this weighted scoring method, the award of the contract should be
made to the individual consultant whose offer has been evaluated and
determined as:
- Responsive/compliant/acceptable
- Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
