To serve as lead
Environment, Biodiversity and resilience to climate change officer,
advising management and staff on strategy and long-range interventions
on portfolio, policy and operational issues and to conceive, develop and
promote innovations in Bank policy, operational procedures, project
design and organization and management of operations in Environment,
Biodiversity and resilience to climate change. To serve as an authority
and consult to others and Knows the Bank's stance on cutting-edge
issues In environment sector, and serves as a lead by representing the
Bank at international fora.
Responsibilities/Activities:
Serves as lead officer, advising management and staff on strategy and long-range interventions on portfolio, policy and operational issues impacting a significant country or group of countries.
Influences the design and execution of major policy and/or research initiatives, and conceives, develops and promotes innovations in Bank policy, operational procedures, project design and organization and management of operations.
Leads and/or participates in ground-breaking or precedent setting missions and plays key role in developing innovative practical approaches to difficult policy and operational issues at regional, country or sector levels.
Serves as focal point or spokesperson on technical, policy and operational issues to clients and other external constituencies and expert groups.
Oversees preparation or produces a range of key policy papers, regional studies, operational reports, etc.
Monitors complex operational and portfolio management issues to ensure overall quality of full range of operational products.
Develops and builds client relations at senior levels and plays a promotional role in generating new business for the Bank Group.
Plays significant role on operational matters in guiding/mentoring and is key contributor in the design of professional and operational training and development activities
Is involved in developing the state of the art techniques in operational work/or in pioneering their application in operations.
Facilitates and organizes crosscutting operational teams, international experts, etc to debate and exchange ideas on key ARD issues and strategic priorities.
Leads initiatives at the country and sector level to establish an operational framework and approach to knowledge dissemination and/or development of knowledge products.
Demonstrate devotion and interest to interact and share knowledge and skills with colleagues in the department and the Operational Complex.
Provide advisory and technical services to peers and colleagues, divisions and departments in agriculture related issues.
Works independently under general direction of unit manager and guides and mentors more junior staff.
Qualification & Experience:
Post-graduate degree in a related field
8-10 years of experience in a related field
Advanced technical qualifications in Environment sector and broad knowledge of all aspects of Agriculture and Rural Development sectors or domains gained through advanced academic study and/or wide seasoning and special development
IT skills in economic and/or financial modelling and statistical analysis
Proven leadership ability
Languages (English + 1 other of the Bank's working languages)
Skills:
Has direct experience in the body of environmental sciences, such as: Soil science; Water and groundwater; Natural resources management; both terrestrial and aquatic ecosystems; Conservation and sustainable management of natural resources; Agriculture concerns (fisheries, livestock, pasture, etc.); Concept of watersheds, river basins, and forestry sector models.
Is familiar with new technologies, such as bioengineering, phyto-remediation, use of bio-indicators and restoration ecology.
Understands the science and current thinking around climate change, including: Climate change mitigation strategies and approaches; Climate change adaptation strategies and approaches; Carbon financing and markets.
Knows the Global funding mechanisms (e.g., CDM, GEF) that might be available to address these aspects of a project.
Understands potential environmental impacts and risks and the available prevention, mitigation and monitoring methods and technologies.
Applies a deep understanding of resilience to climate change and disasters to policies, institutions, and operations. Knowledge is based on significant firsthand experience. Can lead high-level discussions on resilience to climate change and disasters. Is sought out to peer review the work of others.
Has extensive experience with applying this knowledge to projects, analytical work, and other deliverables. Develops novel approaches to mitigate risk or overcome difficult challenges. Has experience applying this knowledge to policy-related decisions and advice.
Has a comprehensive understanding of environmental policies and strategies. Knows what environmental policies and strategies need to be developed and implemented by the client. Successfully articulates these issues, and influences the client to take action.
Has a comprehensive understanding of environmental institutions.
Has a strong knowledge of environmental laws and regulations relevant to the project. Recognizes which projects will be difficult to sustain when environmental laws and regulations are deficient or not enforced. Explains to clients and other stakeholders the risks to the project when environmental laws and regulations are deficient or not enforced. Supports client efforts to address such weaknesses.
Understands how financial markets and instruments are used to promote environmental sustainability including global environmental challenges such as climate change and low carbon and climate resilient development. Understands how to combine such instruments for optimal impact and leverage of other resources. Understands developments in global climate finance architecture and methodologies for tracking and reporting on climate finance flows and co-benefits.
Has extensive experience with environmental aspects of infrastructure design, construction, and operation, Knowledge of engineering principals, practices, and methods and their application to environmental work.
Understands how major processes in environmentally relevant sectors work (e.g. industry, energy production, waste management, waste water treatment).
Is experienced with engineering feasibility and design studies. Is familiar with the design, construction, operation, and maintenance of infrastructure such as: Wastewater treatment plants; Hazardous or Solid waste facilities; Air pollution control systems (indoor and outdoor); potable water treatment plants; Sanitation schemes; Water supply facilities, industrial and agricultural facilities; Monitoring systems.
Has deep experience applying this knowledge to policy-related decisions and advice, and seeing linkages across the Bank's program portfolio.
Has a solid understanding of environmental economic concepts. Can develop accurate and valid environmental economic analyses, and adapt to unusual scenarios. Consults with clients around the results of environmental economic analyses.
Understands and successfully applies the concepts and tools required for economic appraisal of projects, including: Estimating demand; Tariff structures (design, pricing); Calculating economic rates of return; Financial analysis; Cost recovery; Assorted market and non-market valuation and modeling techniques; Net present value and discounting; Sensitivity analysis; Impact evaluation; The role of uncertainty on expected benefits and costs.
Recognition as an expert in the field as evidenced either through a proven track record of managing and delivering highly complex lending operations or equivalent assignments (e.g. leading complex policy dialogue, delivering other lending or non-lending, including advisory services).
