To serve as lead Agricultural System and Food Security officer, advising management and staff on strategy and long-range interventions on portfolio, policy and operational issues and to conceive, develop and promote innovations in Bank policy, operational procedures, project design and organization and management of operations in Agricultural Production Systems and Food Security in IDB Member Counties.  To serve as an authority and consult to others and Knows the Bank's stance on cutting-edge issues In Agricultural Production Systems and Food Security, and serves as a lead by representing the Bank at international fora.

Responsibilities/Activities:
    Serves as lead officer, advising management and staff on strategy and long-range interventions on portfolio, policy and operational issues impacting a significant country or group of countries.
    Influences the design and execution of major policy and/or research initiatives, and conceives, develops and promotes innovations in Bank policy, operational procedures, project design and organization and management of operations.
    Leads and/or participates in ground-breaking or precedent setting missions and plays key role in developing innovative practical approaches to difficult policy and operational issues at regional, country or sector levels.
    Serves as focal point or spokesperson on technical, policy and operational issues to clients and other external constituencies and expert groups.
    Oversees preparation or produces a range of key policy papers, regional studies, operational reports, etc.
    Monitors complex operational and portfolio management issues to ensure overall quality of full range of operational products.
    Develops and builds client relations at senior levels and plays a promotional role in generating new business for the Bank Group.
    Plays significant role on operational matters in guiding/mentoring and is key contributor in the design of professional and operational training and development activities.
    Is involved in developing the state of the art techniques in operational work/or in pioneering their application in operations.
    Facilitates and organizes crosscutting operational teams, international experts, etc to debate and exchange ideas on key ARD issues and strategic priorities.
    Leads initiatives at the country and sector level to establish an operational framework and approach to knowledge dissemination and/or development of knowledge products.
    Demonstrate devotion and interest to interact and share knowledge and skills with colleagues in the department and the Operational Complex. 
    Provide advisory and technical services to peers and colleagues, divisions and departments in agriculture related issues.
    Works independently under general direction of unit manager and guides and mentors more junior staff.

Qualification & Experience:
    Master Degree in Agricultural Sciences or Relevant Discipline.
    12 or more years of experience in relevant field
    Advanced technical qualifications in Agricultural Production Systems, from production to consumer, and in Food security coupled with broad knowledge of all aspects of Agriculture and Rural Development sectors or domains gained through advanced academic study and/or wide seasoning and special development
    IT skills in economic and/or financial modelling and statistical analysis
    Languages (English + 1 other of the Bank's working languages).

    Has a broad understanding of agricultural systems as well as depth in one or more subtopics- Research; Input supply; On-farm production; Organizing and Coordinating (cooperatives, associations, etc.); Processing; Distribution, including exports; Consumption, based on significant firsthand experience.
    Understands the complete "value chain" involved in agriculture, including: Research; Input supply; On-farm production; Organizing and Coordinating (cooperatives, associations, etc.); Processing; Distribution, including exports; Consumption.
    Understands costs of production, food quality and safety standards, and supply and demand dynamics and their impact on pricing. Understands the constraints and trade-offs involved in various proposals and decisions.
    Knows how to manage risk throughout the process and along other dimensions such as weather, price, markets, etc.
    Understands emergency preparedness and recovery strategies including: Humanitarian action and Relief; Response and Rescue; Contingency planning; Emergency management; Communication and information management systems.
    Is able to assess the strengths and weaknesses of a client's agriculture sector policy and gauge the impact on a project and society as a whole. Integrates this knowledge into other areas of the Bank's strategy and portfolio.
    Understands agricultural institutions and their implications for agricultural development. Understands the functioning and current status of international institutions and negotiations.
    Understands the structure and economic implications of local Institutions, including civil society organizations, public agencies, etc. Can assess the viability of agricultural sector institutions and propose changes to strengthen them. Understands governance issues.
    Has extensive experience in all facets of trade facilitation and customs, demonstrated through the management of institutional reform programs in a relevant vocational field. Has demonstrated ability to develop and implement the strategic direction of the trade facilitation work.
    Has a deep understanding of most of the economic concepts of the agriculture sector.
    Devises novel approaches to analyzing agriculture economic impact.
    Develops innovative analyses across a range of complex and unusual scenarios.
    Consults to clients and Bank staff around best practice in this area.
    Can lead high-level client discussions as well as deeper technical dialogue and application in at least one of the Agriculture subtopics
    Is viewed internationally as an expert on policy and strategy in the agriculture sector, and knows the cutting-edge issues and the body of agriculture policy around the world, and understands best practices.
    Is current on the latest thinking on trade-related policies such as trade policy, tariff and non-tariff barriers, regional trade agreements, regionalism, negotiations under the WTO, and export diversification.
    Is capable of integrating resilience to climate change and disasters into analysis, policies, institutions, and operations. Adapts social analysis and consultation methodologies to address the vulnerability associated with climate change and disaster risk in rural settings. Applies an understanding of these issues to inform the design of operations.
