The Senior Project Manager - Network Delivery will manage the
delivery for a group of Network Development systems/nodes, including
Radio/Core/Access/Infrastructure & VAS projects in coordination with
related projects managers to obtain benefits and control not obtained
from managing them individually by applying knowledge, skills and
techniques to projects activities to meet projects requirements.
Senior
Project Manager will be responsible on Managing projects with high
complexity, Nationwide and includes multiple sub projects As the Project
Manager he/she will manage a group of small to large-scale projects
throughout the entire project life cycle within the project management
team.
The Project Manager oversees programs to ensure that activities are
carried out in accordance with established specifications, schedules,
and budgets; coordinates interdepartmental functions in order to
minimize delays; meets with program team members on a regular basis to
review program status and plan future actions
Principal Accountabilities / Key Result Areas:
- Implements established policies, system monitors and controls to
ensure the successful management and reporting of all network
development initiatives in the Program.
- Manages and resolves issues across multiple teams and
organizations as well as partner companies to ensure timeliness and
success of product launches
- Work on release and change management for all network development services.
- Supervises and leads the program and project staff to oversee
the impacts and interdependencies between programs and works to ensure
initiatives meet the CareFirst Goals and Objectives of the executive
leadership team. Perceived by peers and staff as a leader.
- Develops and improve process for metric reporting; analyzes data and reports on results
- Provides both verbal and written communications regarding
project status, risks, issues, and makes recommendations on project
decisions to PMO and Senior Management
- Manages allocation of resources within the program(s) to meet
work fluctuations and budget and time constraints in the delivery
process. Creates a high performing team.
- Serves as subject matter expert, providing technical and analytical guidance to the program and project teams.
Manages all aspects of the project/program
management of the network development initiatives, which may include:
cost benefit analysis, work plans, functional and technical designs,
construction, testing and implementation. Ensures efficient and high
quality installation of new software and/or systems, and monitors all
technical aspects of implementing projects.
- Overall Project management starting Concept initiation till
commercial availability , ensure all projects are delivered on time,
cost and according to scope
- Overall program management across the network development and
establishment of network development PMO to manage all projects and the
various functional project managers.
- Resolves political, resource, budgeting, change, and legal issues affecting the program.
- Identifying requirements and establishing clear and achievable objectives.
- Balancing the competing demands for quality, scope, time and cost.
- Preparing and developing standardized documentation (project plans and status reporting).
- Lead and manage a cohesive cross functional team of sub project
managers from across various technology groups in engineering and the
rest of the company to achieve their individual project objectives
- Collaborates with the finance department and various functional
managers to ensure project budgets are properly estimated and
controlled; provide overall financial recommendations, and develop
controls and measurements to monitor progress.
- Responsibility to hold project team meetings and Steering Committees with proper documentation of meeting minutes.
- close coordination with vendors and management of the allocated
vendor PMs and ensure projects delivered on time, cost and according to
agreed scope,
- Deliver detailed project plans for each new project / service,
ensure visibility across various involved departments and coordinate
closely with corporate PMO.
- Proactively identifies risks and opportunities of both business
and technical plans; identifies Risk Mitigation Strategies and
Contingency Plans for all identified Risks. Maintains the Program Level
issue and risk matrix log.
- Provides a detailed plan of how the risk will be managed or
eliminated. Provides a weekly Program status report with major risk
factors when mitigation approach impacts the project timeline, budget,
or objectives.
Periodic Duties:
- Liaison with Finance on all finance related topics; specifically with realization related to those projects.
- Assisted/supported in mapping, managing and
improving business processes and provide best practices &
techniques related to project management
- Working closely with ND Architecture team to have full understanding to the solutions related to |ND projects.
- Familiar with PMO operating model(s)/ preferred to have an experience on forming and developing Engineering PMO.
- Strong track record of project management,
with track record of program management of complex nationwide network
roll out projects
- Experience on performance management, performance reporting, quality management..etc
- Experience on SI with OSS [ mainly to do with complex project integration and dependencies on Operation support systems
